Requiring the Public Service Commission to conduct a study and make recommendations on the potential scope, structure and implementation of Commission oversight of broadband service and voice over Internet protocol service; and requiring the Commission to report by December 31, 2026, its findings and recommendations to the Senate Committee on Education, Energy, and the Environment, the House Environment and Transportation Committee, and the General Assembly.
