A bill is identified by its (congress, type, number) tuple. pac.dog normalizes that as hr1234-118.

The sponsor is the member who introduced the bill. Exactly one per bill.
Cosponsors are members who publicly back the bill after introduction. Original cosponsors are listed at introduction; others add over time. No limit on count.
