Prescribes procedures for parental admission of a minor child for inpatient behavioral health treatment. Modifies provisions regarding when minors may consent or withhold consent to treatment. Establishes the Oregon Institute for Youth Health Systems. Directs the System of Care Advisory Council to submit reports to the interim committees of the Legislative Assembly related to human services regarding implementation of provisions in this Act. Declares an emergency, effective on passage.
