Prohibits a professional licensing board from disclosing an applicant's or licensee's Social Security number, federal individual taxpayer identification number or federally issued identification number except for specific purposes. Provides that an individual may not be denied a state or local public benefit based solely on the individual's immigration or citizenship status.
