Provides that possession of a firearm by the prohibited person is punishable by a maximum of 364 days' imprisonment, a $6,250 fine, or both. Requires that deflection programs, including those receiving grant funding, require participants to transfer all firearms to a law enforcement agency, a gun dealer or a third party until the program is completed. Declares an emergency, effective on passage.
