AN ACT
1 Amending Titles 65 (Public Officers) and 71 (State Government)
2 of the Pennsylvania Consolidated Statutes, in ethics
3 standards and financial disclosure, further providing for
4 restricted activities; and, in benefits, providing for
5 payment of benefits from the system to former members of
6 General Assembly.
7 The General Assembly of the Commonwealth of Pennsylvania
8 hereby enacts as follows:
9 Section 1. Section 1103(g) of Title 65 of the Pennsylvania
10 Consolidated Statutes is amended to read:
11 § 1103. Restricted activities.

13 (g) Former official or employee.--
14 (1) No former public official or public employee shall
15 represent a person, with promised or actual compensation, on
16 any matter before the governmental body with which he has
17 been associated for one year after he leaves that body.
18 (2) A former member of the General Assembly who
19 represents a person, with promised or actual compensation, in
20 any matter before the General Assembly may not receive
1 pension benefits administered by the State Employees'
2 Retirement System or health benefits administered by the
3 Commonwealth during the calendar year when the former member
4 assists or acts in a representative capacity before the
5 General Assembly. This paragraph shall only apply to former
6 members of the General Assembly first elected after the
7 effective date of this paragraph.

9 Section 2. Title 71 is amended by adding a section to read:
10 § 5711. Payment of benefits from the system to former members
11 of General Assembly.
12 A former member of the General Assembly who represents a
13 person, with promised or actual compensation, in any matter
14 before the General Assembly may not receive benefits from the
15 system during the calendar year when the former member assists
16 or acts in a representative capacity before the General
17 Assembly. This section shall only apply to former members of the
18 General Assembly first elected after the effective date of this
19 section.
20 Section 3. This act shall take effect in 60 days.
