     REFERRED TO COMMITTEE ON CHILDREN AND YOUTH, MAY 1, 2025


                                    AN ACT
 1   Providing for the implementation of the child welfare case
 2      management subsystem of the enterprise case management system
 3      of the Department of Human Services.
 4      The General Assembly of the Commonwealth of Pennsylvania
 5   hereby enacts as follows:
 6   Section 1.   Short title.
 7      This act shall be known and may be cited as the Enterprise
 8   Case Management Act.
 9   Section 2.   Definitions.
10      The following words and phrases when used in this act shall
11   have the meanings given to them in this section unless the
12   context clearly indicates otherwise:
13      "Department."    The Department of Human Services of the
14   Commonwealth.
15      "Enterprise case management system."    A method developed
16   through the department that:
17          (1)   Provides enhanced case management for the
18      department, counties, service providers, participants and
 1      individuals through the implementation of a common platform
 2      to assist in planning and delivering services regarding
 3      multiple department-supervised programs.
 4          (2)   Includes the following subsystems:
 5                (i)    Home and community-based services.
 6                (ii)    Hearings and appeals.
 7                (iii)    Office of Long-Term Living enrollment
 8          services.
 9                (iv)    Child welfare case management services.
10   Section 3.   Child welfare case management subsystem.
11      Notwithstanding any other provision of law or proposed
12   implementation timeline regarding the enterprise case management
13   system, the department shall complete the implementation of the
14   child welfare case management subsystem of the enterprise case
15   management system by December 31, 2027.
16   Section 4.   Effective date.
17      This act shall take effect immediately.
