                                         AN ACT
 1   Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
 2      Statutes, in fees, further providing for exemption of
 3      persons, entities and vehicles from fees.
 4      The General Assembly of the Commonwealth of Pennsylvania
 5   hereby enacts as follows:
 6      Section 1.         Section 1901 of Title 75 of the Pennsylvania
 7   Consolidated Statutes is amended by adding a subsection to read:
 8   § 1901.    Exemption of persons, entities and vehicles from fees.
 9      * * *
10      (b.2)    Initial identification card fees.--
11             (1)   No fee shall be charged for an initial
12      identification card, including for a photograph required for
13      an initial identification card, to an individual who affirms
14      in writing that the individual:
15                   (i)    is 18 years of age or older;
16                   (ii)    is a first-time voter;
17                   (iii)    is eligible to vote in this Commonwealth; and
18                   (iv)    does not possess a valid Pennsylvania driver's
1         license.
2         (2)   The department may require additional information to
3     determine an individual's identity and eligibility under this
4     subsection.

6     Section 2.    This act shall take effect in 60 days.
