 2   Section 8101.    Effective date.
 3      The General Assembly of the Commonwealth of Pennsylvania
 4   hereby enacts as follows:
 5                                    PART I
 6                            GENERAL PROVISIONS
 7   Section 101.    Short title.
 8      This act shall be known and may be cited as the General
 9   Appropriation Act of 2026.
10   Section 102.    Definitions.
11      The following words and phrases when used in this act shall
12   have the meanings given to them in this section unless the
13   context clearly indicates otherwise:
14      "COVID" or "COVID-19."      The coronavirus disease 2019, an
15   infectious disease caused by severe acute respiratory syndrome
16   coronavirus 2 that was first identified during December 2019 in
17   Wuhan, China.
18      "Current fiscal year."      The fiscal year beginning July 1,
19   2026, and ending June 30, 2027.
20      "Employees."    Includes all directors, superintendents, bureau
21   or division chiefs, assistant directors, assistant
22   superintendents, assistant chiefs, experts, scientists,
23   engineers, surveyors, draftsmen, accountants, secretaries,
24   auditors, inspectors, examiners, analysts, statisticians,
25   marshals, clerks, stenographers, bookkeepers, messengers and
26   other assistants in a department, board or commission.
27      "Expenses" and "maintenance."         Includes all printing, binding
28   and stationery, food and forage, materials and supplies,
29   traveling expenses, training, motor vehicle supplies and
30   repairs, freight, express and cartage, postage,

 1   telecommunication devices and telecommunication rentals and toll
 2   charges, newspaper advertising and notices, public advertising
 3   by or through any medium, fuel, light, heat, power and water,
 4   minor construction and renovation, repairs or reconstruction of
 5   equipment, buildings and facilities, rent of real estate and
 6   equipment, premiums on workers' compensation, insurance premiums
 7   on policies of liability insurance, insurance premiums on
 8   medical payment insurance and surety bonds for volunteer
 9   workers, premiums on employee group life insurance and employee
10   and retired employee group hospital and medical insurance,
11   payment of Commonwealth share of Social Security taxes and
12   unemployment compensation costs for State employees, the
13   purchase of replacement or additional equipment and machinery
14   and all other incidental costs and expenses, including payment
15   to the Department of General Services of mileage and other
16   charges for the use of motor vehicles and rental payments for
17   permanently assigned motor vehicles and of expenses or costs of
18   services incurred through the Purchasing Fund. The term
19   "expenses" also shall include the medical costs for the
20   treatment of inmates of State institutions when the inmate must
21   be transferred to an outside hospital, provided that in no case
22   shall the State institution pay more for patient care than that
23   provided under the State medical assistance program.
24      "Prior fiscal year."     The fiscal year beginning July 1 of the
25   fiscal year immediately prior to the current fiscal year.
26   Section 103.    Abbreviations.
27      The following abbreviations when used in this act shall have
28   the meanings given to them in this section unless the context
29   clearly indicates otherwise:
30      "AIDS."     Acquired immune deficiency syndrome.

 1   Section 104.   State appropriations.
 2      (a)   General Fund.--Except as provided in Part LI, the sums
 3   specified in this act, or as much thereof as may be necessary,
 4   are specifically appropriated from the General Fund to agencies
 5   of the Executive, Legislative and Judicial Departments of the
 6   Commonwealth for the payment of salaries, wages or other
 7   compensation and travel expenses of the duly elected or
 8   appointed officers and employees of the Commonwealth, for the
 9   payment of fees for contractual services rendered, for the
10   purchase or rental of goods and services, printing, public
11   advertising by or through any medium, equipment, land and
12   buildings and for payment of any other expenses, as provided by
13   law or by this act, necessary for the proper conduct of the
14   duties, functions and activities and for the purposes specified
15   in this act for the current fiscal year and for the payment of
16   bills incurred and remaining unpaid at the close of the prior
17   fiscal year.
18      (b)   Special funds and accounts.--Except as provided in Part
19   LI, the sums specified in this act, or as much thereof as may be
20   necessary, are specifically appropriated from the special funds
21   and accounts in the State Treasury to agencies of the Executive
22   and Judicial Departments of the Commonwealth for the payment of
23   salaries, wages or other compensation and travel expenses of the
24   duly appointed officers and employees of the Commonwealth, for
25   the payment of fees for contractual services rendered, for the
26   purchase or rental of goods and services and for payment of any
27   other expenses, as provided by law or by this act, necessary for
28   the proper conduct of the duties, functions and activities and
29   for the purposes specified in this act for the current fiscal
30   year and for the payment of bills incurred and remaining unpaid

 1   at the close of the prior fiscal year.
 2   Section 105.   Federal appropriations.
 3      Except as otherwise provided in Part LI, the Federal
 4   appropriations specified in this act, or as much thereof as may
 5   be necessary, are specifically appropriated to the agencies of
 6   the Executive, Legislative and Judicial Departments of the
 7   Commonwealth specified in this act for the payment of the
 8   expenses of implementing and carrying out the programs specified
 9   in this act for the current fiscal year and for the payment of
10   bills incurred and remaining unpaid at the close of the prior
11   fiscal year. Unless otherwise stated, the Federal appropriations
12   include any carryovers from the prior fiscal year.
13   Section 106.   References to Department of Criminal Justice.
14      For the purposes of this act, a reference to the Department
15   of Criminal Justice shall be deemed to be a reference to the
16   Department of Corrections or the Pennsylvania Parole Board, or
17   both, as applicable.
