                                       AN ACT
 1   Amending Title 25 (Elections) of the Pennsylvania Consolidated
 2      Statutes, in voter registration, further providing for
 3      methods of voter registration, providing for same-day voter
 4      registration and further providing for preparation and
 5      distribution of applications.
 6      The General Assembly of the Commonwealth of Pennsylvania
 7   hereby enacts as follows:
 8      Section 1.       Section 1321 of Title 25 of the Pennsylvania
 9   Consolidated Statutes is amended by adding a paragraph to read:
10   § 1321.    Methods of voter registration.
11      An individual qualified to register to vote under section
12   1301(a) (relating to qualifications to register) may apply to
13   register as follows:
14             * * *
15             (5)    Under section 1325.1 (relating to same-day voter
16      registration).
17      Section 2.       Title 25 is amended by adding a section to read:
18   § 1325.1.       Same-day voter registration.
 1      (a)   Right of qualified elector.--A qualified elector may
 2   register on election day by appearing in person at the polling
 3   place for the election district in which the qualified elector
 4   maintains residence, completing and submitting a same-day voter
 5   registration application to the judge of elections and providing
 6   proof of identification and residence.
 7      (b)   Acceptable forms of identification.--In addition to
 8   providing a completed same-day voter registration application,
 9   an applicant must provide a valid form of identification, which
10   includes the following government-issued forms of
11   identification:
12            (1)   A valid driver's license or identification card
13      issued by the Department of Transportation.
14            (2)   A valid identification card issued by another agency
15      of the Commonwealth.
16            (3)   A valid identification card issued by the United
17      States Government.
18            (4)   A valid United States passport.
19            (5)   A valid United States Armed Forces identification
20      card.
21      (c)   Procedures for same-day registration.--
22            (1)   Upon certifying the eligibility of the qualified
23      elector, the judge of elections at the polling place under
24      subsection (a) shall issue a provisional ballot provided by
25      the county election board, which shall be completed by the
26      qualified elector and sealed in an envelope with the same-day
27      voter registration application. The materials shall be sent
28      to the department immediately.
29            (2)   Within 10 days of an election, the department shall
30      approve or deny a same-day voter registration application.

 1             (3)   The provisional ballot may not be counted until the
 2      department has approved the voter registration application.
 3             (4)   The qualified elector shall be notified in writing
 4      by the department as to the approval or denial of a voter
 5      registration application.
 6      Section 3.     Section 1327(c) of Title 25 is amended by adding
 7   a paragraph to read:
 8   § 1327.    Preparation and distribution of applications.
 9      * * *
10      (c)    Distribution.--
11             * * *
12             (7)   The secretary shall distribute to all polling places
13      throughout this Commonwealth same-day voter registration
14      applications and instructions to inform electors of the same-
15      day voter registration application process and the process
16      for counting an applicant's vote and verifying eligibility.
17      * * *
18      Section 4.     This act shall take effect immediately.
