AN ACT
1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2 Statutes, in registration of vehicles, further providing for
3 use of dealer registration plates; and, in inspection of
4 vehicles, providing for duty of department.
5 The General Assembly of the Commonwealth of Pennsylvania
6 hereby enacts as follows:
7 Section 1. Section 1336 of Title 75 of the Pennsylvania
8 Consolidated Statutes is amended by adding a subsection to read:
9 § 1336. Use of dealer registration plates.
10 * * *
11 (g) Duty of department.--
12 (1) The department shall maintain at least five in-
13 person locations where a dealer may obtain dealer
14 registration plates in accordance with this subsection.
15 (2) Each location must be open for dealers to obtain
16 dealer registration plates at least two days a week for at
17 least three hours per day.
18 (3) Paragraph (2) shall not apply to in-person locations
19 established by the department in excess of the minimum in-
1 person locations required under paragraph (1).
2 (4) The department shall establish the in-person
3 locations in different regions of this Commonwealth in a
4 manner that best serves dealers in this Commonwealth.
5 (5) At least one office shall be located within an
6 existing office that provides licensing and vehicle services
7 in a city of the third class with a population between 48,000
8 and 55,000 based on the most recent Federal decennial census.
9 Section 2. Title 75 is amended by adding a section to read:
10 § 4734. Duty of department.
11 (a) Number of locations.--The department shall maintain at
12 least five in-person locations where a dealer may obtain safety
13 and emissions inspection stickers.
14 (b) Hours of operation.--
15 (1) Each location must be open for dealers to obtain
16 safety and emissions inspection stickers at least two days a
17 week for at least three hours per day.
18 (2) Paragraph (1) shall not apply to in-person locations
19 established by the department in excess of the minimum in-
20 person locations required under subsection (a).
21 (c) Locations.--
22 (1) The department shall establish the in-person
23 locations in different regions of this Commonwealth in a
24 manner that best serves dealers in this Commonwealth.
25 (2) At least one office shall be located within an
26 existing office that provides licensing and vehicle services
27 in a city of the third class with a population between 48,000
28 and 55,000 based on the most recent Federal decennial census.
29 Section 3. This act shall take effect in 60 days.
