                                      AN ACT
 1   Amending Titles 51 (Military Affairs) and 61 (Prisons and
 2      Parole) of the Pennsylvania Consolidated Statutes, in
 3      Department of Military and Veterans Affairs, further
 4      providing for duties of department; in State Veterans'
 5      Commission and Deputy Adjutant General for Veterans' Affairs,
 6      further providing for specific duties relating to Deputy
 7      Adjutant General for Veterans' Affairs; and, in general
 8      administration relating to correctional institutions, further
 9      providing for powers and duties of department.
10      The General Assembly of the Commonwealth of Pennsylvania
11   hereby enacts as follows:
12      Section 1.     Section 702 of Title 51 of the Pennsylvania
13   Consolidated Statutes is amended by adding a paragraph to read:
14   § 702.   Duties of department.
15      The department shall have the power and its duty shall be:
16            * * *
17            (13)    To contact veterans whose names appear on the list
18      transmitted to the department under 61 Pa.C.S. § 1105(a)(3)
19      (relating to powers and duties of department) and encourage
20      the veterans' voter registration.
21      Section 2.     Section 1712(6) and (7) of Title 51 are amended
 1   and the section is amended by adding a paragraph to read:
 2   § 1712.    Specific duties.
 3      In addition to such other duties as may be provided by law or
 4   as assigned by the Adjutant General, the Deputy Adjutant General
 5   for Veterans' Affairs shall have the following specific duties:
 6             * * *
 7             (6)    To aid in the rehabilitation of injured, wounded or
 8      compensable veterans in educational institutions or
 9      [vocational training] career and technical training
10      institutions for which they may be eligible by law.
11             (7)    To cooperate with and advise the Department of
12      Education with respect to [vocational] career and technical
13      training programs for veterans, particularly programs suited
14      to casualties.
15             * * *
16             (17)    To encourage voter registration among veterans.
17      Section 3.      Section 1105(a) of Title 61 is amended by adding
18   a paragraph and the section is amended by adding a subsection to
19   read:
20   § 1105.    Powers and duties of department.
21      (a)    General rule.--The department shall have the power and
22   its duty shall be:

24             (3)    To maintain a list of individuals who are both
25      veterans and committed to a term of imprisonment or otherwise
26      confined under the custody of the Commonwealth and to
27      transmit the individuals' names and addresses, not less than
28      30 days prior to the individuals' release or discharge from
29      confinement, to each county director of veterans affairs.

1      (c)   Definition.--As used in this section, the term "veteran"
2   means the same as in 51 Pa.C.S. § 7101.2 (relating to
3   definitions).
4      Section 4.   This act shall take effect in 60 days.
