AN ACT
1 Amending Title 51 (Military Affairs) of the Pennsylvania
2 Consolidated Statutes, in State Veterans' Commission and
3 Deputy Adjutant General for Veterans' Affairs, further
4 providing for Veterans' Trust Fund.
5 The General Assembly of the Commonwealth of Pennsylvania
6 hereby enacts as follows:
7 Section 1. Section 1721 of Title 51 of the Pennsylvania
8 Consolidated Statutes is amended by adding a subsection to read:
9 § 1721. Veterans' Trust Fund.

11 (c.1) Unauthorized purposes.--
12 (1) The department may not expend money from the
13 Veterans' Trust Fund to pay the salaries of administrative
14 staff. As used in this paragraph, the term "administrative
15 staff" means an individual employed in the business of a
16 veterans' organization or other charitable organization with
17 a primary mission to serve Pennsylvania veterans. The term
18 does not include clinical staff or an individual who serves
1 in a role of providing medical care to veterans or their
2 families.
3 (2) The department may not expend money from the
4 Veterans' Trust Fund for grants, funding or other assistance
5 to a single entity for an amount totaling more than $250,000
6 over a period of three consecutive years.

8 Section 2. This act shall take effect immediately.
