        VITALI, SHAFFER, PASHINSKI, SANCHEZ, KHAN, KUZMA, BURGOS,
        MOUL, NEILSON, HANBIDGE, BERNSTINE, DELLOSO, DEASY, GILLEN,
        CIRESI AND ROWE, MARCH 16, 2026

     INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
        MARCH 18, 2026


                                A RESOLUTION
 1   Honoring the lives and extending deepest condolences to the
 2      families of Detective Sergeant Cody Michael Becker, Detective
 3      Isaiah Emenheiser and Detective Mark Edward Baker.
 4      WHEREAS, Detective Sergeant Cody Michael Becker, Detective
 5   Isaiah Emenheiser and Detective Mark Edward Baker gave their
 6   lives in the line of duty on September 17, 2025; and
 7      WHEREAS, Born in Hanover on September 19, 1985, Detective
 8   Sergeant Becker was the son of Jody L. (Hartlaub) Becker and
 9   Thomas Becker; and
10      WHEREAS, Detective Sergeant Becker was a devoted husband to
11   Jordan L. (Mitzel) Becker and a loving father to their children,
12   Canton and Wrynn; and
13      WHEREAS, Detective Sergeant Becker was a 2004 graduate of
14   Spring Grove Area High School, where he excelled in three sports
15   by leading the baseball, football and wrestling teams as team
16   captain; and
 1         WHEREAS, Detective Sergeant Becker continued his academic and
 2   athletic career at Millersville University, where he became an
 3   NCAA Division I East Regional Champion in wrestling and a two-
 4   time national qualifier in 2006 and 2007; and
 5         WHEREAS, After graduation from college in 2008, Detective
 6   Sergeant Becker dedicated his life to public service with the
 7   Northern York County Regional Police Department; and
 8         WHEREAS, On June 8, 2010, Detective Sergeant Becker
 9   heroically responded to a house fire, saving a family of four;
10   and
11         WHEREAS, Throughout his distinguished career with the
12   Northern York Regional Police Department, Detective Sergeant
13   Becker received numerous commendations and awards for excellence
14   during his career in law enforcement; and
15         WHEREAS, Born in York on November 19, 1981, Detective
16   Emenheiser was the son of Donald E. Emenheiser and Lynda S.
17   (Bowser) Lloyd; and
18         WHEREAS, Detective Emenheiser was a devoted husband to Lona
19   Emenheiser and loving father to his son, Turner, and daughter,
20   Taylor; and
21         WHEREAS, Detective Emenheiser was a 2000 graduate of the
22   Christian School of York, where he excelled in soccer, baseball,
23   basketball and weightlifting; and
24         WHEREAS, Detective Emenheiser earned a bachelor's degree in
25   criminal justice from York College in 2004; and
26         WHEREAS, After graduating from college, Detective Emenheiser
27   completed training at the Federal Law Enforcement Training
28   Center in Artesia, New Mexico, beginning his career in law
29   enforcement with the United States Secret Service; and
30         WHEREAS, Detective Emenheiser then transitioned into local

 1   law enforcement as a municipal police officer and detective; and
 2         WHEREAS, Throughout his career, Detective Emenheiser
 3   distinguished himself as a mentor to new recruits and a leader
 4   among those with whom he served; and
 5         WHEREAS, Detective Emenheiser received many honors and
 6   accolades during his career, including the Lifesaving Award for
 7   his heroic acts as a police officer in Thomasville in 2005,
 8   Officer of the Year in 2010 within the department, the top
 9   municipal officer Statewide in 2011 and the Northern York County
10   Regional Police Department Medal of Merit; and
11         WHEREAS, Detective Emenheiser was a man of deep faith,
12   attending the Providence Community Church and serving on several
13   teams to assist the church's leadership; and
14         WHEREAS, Born in Chester on July 1, 1972, Detective Baker was
15   the son of Carol Ann Baker and the late Larry Baker; and
16         WHEREAS, Detective Baker was a devoted husband to Peggy
17   Baker, a loving father to Cody, Rebecca, Jacob, Chance and the
18   late Faith Elizabeth and a proud grandfather to Delilah Rose and
19   Ana Maria; and
20         WHEREAS, Detective Baker began his career in law enforcement
21   as a military police officer in the United States Army and later
22   graduated from the Philadelphia Police Academy; and
23         WHEREAS, Detective Baker led a distinguished career of
24   service, pioneering the forensics program for the Northern York
25   Regional Police Department, serving as an international
26   instructor for computer forensics and training manager with the
27   International Association of Computer Investigative Specialists
28   and serving on an FBI task force focused on human trafficking;
29   and
30         WHEREAS, Detective Baker was an Eagle Scout who served his

 1   community through his many years as a Scout leader locally and
 2   overseas in Korea and Germany, as an advisor to the York
 3   Regional Explorers program and as part of a certified pet
 4   therapy team; and
 5      WHEREAS, Detective Sergeant Becker, Detective Emenheiser and
 6   Detective Baker lived a lifetime of honorable service, deeply
 7   devoted to their families and communities; and
 8      WHEREAS, Detective Sergeant Becker, Detective Emenheiser and
 9   Detective Baker are remembered for their dedication to public
10   service and their unwavering commitment to protecting the
11   community; and
12      WHEREAS, Detective Sergeant Becker, Detective Emenheiser and
13   Detective Baker's reputations for humility, dedication and
14   selfless service left a lasting impact on those that had the
15   privilege of knowing them; therefore be it
16      RESOLVED, That the House of Representatives honor the lives
17   and extend deepest condolences to the families of Detective
18   Sergeant Cody Michael Becker, Detective Isaiah Emenheiser and
19   Detective Mark Edward Baker.
