                                 A RESOLUTION
 1   Amending House Rule 66 (a), further providing for vote by
 2      designation.
 3      RESOLVED, That House Rule 66 (a) be amended to read:
 4                               RULE 66 (a)
 5            Vote by Designation and Remote Voting in Committee
 6      A member who is not present in the Hall of the House may
 7   designate either the Majority or Minority Whip to cast the
 8   member's vote on any question.
 9      If a designated Whip is on leave, that designated Whip may
10   appoint another member to cast all votes designated to that
11   Whip.
12      A designation, including commencement date, shall be
13   accomplished by filing an attestation with the Chief Clerk which
14   identifies either the Majority or Minority Whip as the member's
15   designee when the member will not be present in the Hall of the
16   House.
17      A member may revoke the member's designation by notifying the
18   Chief Clerk in writing of the revocation.
 1      A member voting by designation shall be counted in
 2   determining whether a quorum is present.
 3      A designation shall be effective until the designation is
 4   revoked.
 5      At any voting meeting of a committee of the House of
 6   Representatives, a member of the committee who is not present
 7   may participate remotely and cast the member's vote on any
 8   question. The identity of a remote voting member must be
 9   verified by the chair at the voting meeting.
10      At any voting meeting of a committee of the House of
11   Representatives, a member of the committee who is not present or
12   voting remotely may designate the chair or minority chair to
13   cast the member's vote on any question.
14      The designation shall be accomplished by filing an
15   attestation with the chair or minority chair which affirms that
16   the member will not be present or voting remotely at the voting
17   meeting.
18      A member voting by designation or remotely shall be counted
19   in determining whether a quorum is present.
20      The Chief Clerk shall implement video conferencing or similar
21   remote participation technology to allow members voting by
22   designation on the House Floor or at any voting meeting of a
23   standing committee of the House of Representatives to engage in
24   simultaneous, interactive participation and, if a voting member
25   of the committee, to cast the member's vote on any question in
26   the committee meeting.
27      A voting meeting of a standing committee of the House of
28   Representatives shall be held in a committee room utilizing
29   video conferencing or similar remote participation technology
30   unless such a room is not available. The video conferencing or

2   integrity of the legislative process and must make a live stream
3   of a voting meeting of a standing committee available to the
4   public.
