19 The General Assembly of the Commonwealth of Pennsylvania
20 hereby enacts as follows:
21 PART I
22 GENERAL PROVISIONS
23 Section 101. Short title.
24 This act shall be known and may be cited as the General
25 Appropriation Act of 2025.
26 Section 102. Definitions.
27 The following words and phrases when used in this act shall
28 have the meanings given to them in this section unless the
29 context clearly indicates otherwise:
30 "COVID" or "COVID-19." The coronavirus disease 2019, an

1 infectious disease caused by severe acute respiratory syndrome
2 coronavirus 2 that was first identified during December 2019 in
3 Wuhan, China.
4 "Current fiscal year." The fiscal year beginning July 1,
5 2025, and ending June 30, 2026.
6 "Employees." Includes all directors, superintendents, bureau
7 or division chiefs, assistant directors, assistant
8 superintendents, assistant chiefs, experts, scientists,
9 engineers, surveyors, draftsmen, accountants, secretaries,
10 auditors, inspectors, examiners, analysts, statisticians,
11 marshals, clerks, stenographers, bookkeepers, messengers and
12 other assistants in a department, board or commission.
13 "Expenses" and "maintenance." Includes all printing, binding
14 and stationery, food and forage, materials and supplies,
15 traveling expenses, training, motor vehicle supplies and
16 repairs, freight, express and cartage, postage,
17 telecommunication devices and telecommunication rentals and toll
18 charges, newspaper advertising and notices, public advertising
19 by or through any medium, fuel, light, heat, power and water,
20 minor construction and renovation, repairs or reconstruction of
21 equipment, buildings and facilities, rent of real estate and
22 equipment, premiums on workers' compensation, insurance premiums
23 on policies of liability insurance, insurance premiums on
24 medical payment insurance and surety bonds for volunteer
25 workers, premiums on employee group life insurance and employee
26 and retired employee group hospital and medical insurance,
27 payment of Commonwealth share of Social Security taxes and
28 unemployment compensation costs for State employees, the
29 purchase of replacement or additional equipment and machinery
30 and all other incidental costs and expenses, including payment

1 to the Department of General Services of mileage and other
2 charges for the use of motor vehicles and rental payments for
3 permanently assigned motor vehicles and of expenses or costs of
4 services incurred through the Purchasing Fund. The term
5 "expenses" also shall include the medical costs for the
6 treatment of inmates of State institutions when the inmate must
7 be transferred to an outside hospital, provided that in no case
8 shall the State institution pay more for patient care than that
9 provided under the State medical assistance program.
10 "Prior fiscal year." The fiscal year beginning July 1 of the
11 fiscal year immediately prior to the current fiscal year.
12 Section 103. Abbreviations.
13 The following abbreviations when used in this act shall have
14 the meanings given to them in this section unless the context
15 clearly indicates otherwise:
16 "AIDS." Acquired immune deficiency syndrome.
17 "ARC." Appalachian Regional Commission.
18 "ARPA." American Rescue Plan Act of 2021 (Public Law 117-2,
19 135 Stat. 4).
20 "ARRA." American Recovery and Reinvestment Act of 2009
21 (Public Law 111-5, 123 Stat. 115).
22 "CCDFBG." Child Care and Development Fund Block Grant.

17 Section 104. State appropriations.
18 (a) General Fund.--Except as provided in Part LI, the sums
19 specified in this act, or as much thereof as may be necessary,
20 are specifically appropriated from the General Fund to agencies
21 of the Executive, Legislative and Judicial Departments of the
22 Commonwealth for the payment of salaries, wages or other
23 compensation and travel expenses of the duly elected or
24 appointed officers and employees of the Commonwealth, for the
25 payment of fees for contractual services rendered, for the
26 purchase or rental of goods and services, printing, public
27 advertising by or through any medium, equipment, land and
28 buildings and for payment of any other expenses, as provided by
29 law or by this act, necessary for the proper conduct of the
30 duties, functions and activities and for the purposes specified

1 in this act for the current fiscal year and for the payment of
2 bills incurred and remaining unpaid at the close of the prior
3 fiscal year.
4 (b) Special funds and accounts.--Except as provided in Part
5 LI, the sums specified in this act, or as much thereof as may be
6 necessary, are specifically appropriated from the special funds
7 and accounts in the State Treasury to agencies of the Executive
8 and Judicial Departments of the Commonwealth for the payment of
9 salaries, wages or other compensation and travel expenses of the
10 duly appointed officers and employees of the Commonwealth, for
11 the payment of fees for contractual services rendered, for the
12 purchase or rental of goods and services and for payment of any
13 other expenses, as provided by law or by this act, necessary for
14 the proper conduct of the duties, functions and activities and
15 for the purposes specified in this act for the current fiscal
16 year and for the payment of bills incurred and remaining unpaid
17 at the close of the prior fiscal year.
18 Section 105. Federal appropriations.
19 Except as otherwise provided in Part LI, the Federal
20 appropriations specified in this act, or as much thereof as may
21 be necessary, are specifically appropriated to the agencies of
22 the Executive, Legislative and Judicial Departments of the
23 Commonwealth specified in this act for the payment of the
24 expenses of implementing and carrying out the programs specified
25 in this act for the current fiscal year and for the payment of
26 bills incurred and remaining unpaid at the close of the prior
27 fiscal year. Unless otherwise stated, the Federal appropriations
28 include any carryovers from the prior fiscal year.
29 Section 106. References to Department of Criminal Justice.
30 For the purposes of this act, a reference to the Department

1 of Criminal Justice shall be deemed to be a reference to the
2 Department of Corrections or the Pennsylvania Parole Board, or
3 both, as applicable.
