29 GENERAL PROVISIONS
30 Section 101. Short title.

1 This act shall be known and may be cited as the General
2 Appropriation Act of 2025.
3 Section 102. Definitions.
4 The following words and phrases when used in this act shall
5 have the meanings given to them in this section unless the
6 context clearly indicates otherwise:
7 "COVID" or "COVID-19." The coronavirus disease 2019, an
8 infectious disease caused by severe acute respiratory syndrome
9 coronavirus 2 that was first identified during December 2019 in
10 Wuhan, China.
11 "Current fiscal year." The fiscal year beginning July 1,
12 2025, and ending June 30, 2026.
13 "Employees." Includes all directors, superintendents, bureau
14 or division chiefs, assistant directors, assistant
15 superintendents, assistant chiefs, experts, scientists,
16 engineers, surveyors, draftsmen, accountants, secretaries,
17 auditors, inspectors, examiners, analysts, statisticians,
18 marshals, clerks, stenographers, bookkeepers, messengers and
19 other assistants in a department, board or commission.
20 "Expenses" and "maintenance." Includes all printing, binding
21 and stationery, food and forage, materials and supplies,
22 traveling expenses, training, motor vehicle supplies and
23 repairs, freight, express and cartage, postage,
24 telecommunication devices and telecommunication rentals and toll
25 charges, newspaper advertising and notices, public advertising
26 by or through any medium, fuel, light, heat, power and water,
27 minor construction and renovation, repairs or reconstruction of
28 equipment, buildings and facilities, rent of real estate and
29 equipment, premiums on workers' compensation, insurance premiums
30 on policies of liability insurance, insurance premiums on

1 medical payment insurance and surety bonds for volunteer
2 workers, premiums on employee group life insurance and employee
3 and retired employee group hospital and medical insurance,
4 payment of Commonwealth share of Social Security taxes and
5 unemployment compensation costs for State employees, the
6 purchase of replacement or additional equipment and machinery
7 and all other incidental costs and expenses, including payment
8 to the Department of General Services of mileage and other
9 charges for the use of motor vehicles and rental payments for
10 permanently assigned motor vehicles and of expenses or costs of
11 services incurred through the Purchasing Fund. The term
12 "expenses" also shall include the medical costs for the
13 treatment of inmates of State institutions when the inmate must
14 be transferred to an outside hospital, provided that in no case
15 shall the State institution pay more for patient care than that
16 provided under the State medical assistance program.
17 "Prior fiscal year." The fiscal year beginning July 1 of the
18 fiscal year immediately prior to the current fiscal year.
19 Section 103. Abbreviations.
20 The following abbreviations when used in this act shall have
21 the meanings given to them in this section unless the context
22 clearly indicates otherwise:
23 "AIDS." Acquired immune deficiency syndrome.
24 "ARC." Appalachian Regional Commission.
25 "ARPA." American Rescue Plan Act of 2021 (Public Law 117-2,
26 135 Stat. 4).
27 "ARRA." American Recovery and Reinvestment Act of 2009

25 (a) General Fund.--Except as provided in Part LI, the sums
26 specified in this act, or as much thereof as may be necessary,
27 are specifically appropriated from the General Fund to agencies
28 of the Executive, Legislative and Judicial Departments of the
29 Commonwealth for the payment of salaries, wages or other
30 compensation and travel expenses of the duly elected or

1 appointed officers and employees of the Commonwealth, for the
2 payment of fees for contractual services rendered, for the
3 purchase or rental of goods and services, printing, public
4 advertising by or through any medium, equipment, land and
5 buildings and for payment of any other expenses, as provided by
6 law or by this act, necessary for the proper conduct of the
7 duties, functions and activities and for the purposes specified
8 in this act for the current fiscal year and for the payment of
9 bills incurred and remaining unpaid at the close of the prior
10 fiscal year.
11 (b) Special funds and accounts.--Except as provided in Part
12 LI, the sums specified in this act, or as much thereof as may be
13 necessary, are specifically appropriated from the special funds
14 and accounts in the State Treasury to agencies of the Executive
15 and Judicial Departments of the Commonwealth for the payment of
16 salaries, wages or other compensation and travel expenses of the
17 duly appointed officers and employees of the Commonwealth, for
18 the payment of fees for contractual services rendered, for the
19 purchase or rental of goods and services and for payment of any
20 other expenses, as provided by law or by this act, necessary for
21 the proper conduct of the duties, functions and activities and
22 for the purposes specified in this act for the current fiscal
23 year and for the payment of bills incurred and remaining unpaid
24 at the close of the prior fiscal year.
25 Section 105. Federal appropriations.
26 Except as otherwise provided in Part LI, the Federal
27 appropriations specified in this act, or as much thereof as may
28 be necessary, are specifically appropriated to the agencies of
29 the Executive, Legislative and Judicial Departments of the
30 Commonwealth specified in this act for the payment of the

1 expenses of implementing and carrying out the programs specified
2 in this act for the current fiscal year and for the payment of
3 bills incurred and remaining unpaid at the close of the prior
4 fiscal year. Unless otherwise stated, the Federal appropriations
5 include any carryovers from the prior fiscal year.
6 Section 106. References to Department of Criminal Justice.
7 For the purposes of this act, a reference to the Department
8 of Criminal Justice shall be deemed to be a reference to the
9 Department of Corrections or the Pennsylvania Parole Board, or
10 both, as applicable.
