                                     AN ACT
 1   Amending the act of June 29, 1996 (P.L.434, No.67), entitled "An
 2      act to enhance job creation and economic development by
 3      providing for an annual financing strategy, for opportunity
 4      grants, for job creation tax credits, for small business
 5      assistance, for the Small Business Advocacy Council, for a
 6      family savings program, for industrial development
 7      assistance, for community development bank grants and loans
 8      and for tax-exempt bond allocation; conferring powers and
 9      duties on various administrative agencies and authorities;
10      further providing for various funds; and making repeals," in
11      Community Development Bank Grant and Loan Program, further
12      providing for definitions and providing for financial
13      assistance to air ambulance crash impacted businesses.
14      The General Assembly of the Commonwealth of Pennsylvania
15   hereby enacts as follows:
16      Section 1.    Section 2501 of the act of June 29, 1996
17   (P.L.434, No.67), known as the Job Enhancement Act, is amended
18   by adding definitions to read:
19   Section 2501.    Definitions.
20      The following words and phrases when used in this chapter
21   shall have the meanings given to them in this section unless the
22   context clearly indicates otherwise:
23      "Air ambulance crash impacted business."    A business
 1   materially impacted by the air ambulance crash in Philadelphia
 2   on January 31, 2025.
 3      * * *
 4      "Committee."   The Operational Committee established under
 5   section 2503.
 6      * * *
 7      Section 2.   The act is amended by adding a section to read:
 8   Section 2512.   Financial assistance to air ambulance crash
 9               impacted businesses.
10      (a)   Air ambulance crash grant program.--From money
11   appropriated to the authority for grants under this subsection,
12   the authority shall issue grants to eligible institutions or
13   nonprofits to provide technical assistance, training or other
14   support to air ambulance crash impacted businesses.
15      (b)   Air ambulance crash loan program.--From money
16   appropriated to the authority for loans under this subsection,
17   the authority shall provide loans to eligible institutions for
18   the purpose of providing funding to eligible institutions to
19   make loans to air ambulance crash impacted businesses.
20      (c)   Report.--The authority shall prepare, in consultation
21   with the committee, a report to the chairperson and minority
22   chairperson of the Appropriations Committee of the Senate and
23   the chairperson and minority chairperson of the Appropriations
24   Committee of the House of Representatives within 180 days of the
25   implementation of the air ambulance crash grant and loan
26   programs. The report shall include the amount of money allocated
27   to the air ambulance crash grant and loan programs under this
28   section, the name and location of nonprofits and community
29   development financial institutions accredited by the department
30   and the number of grants and loans disbursed to air ambulance

 1   crash impacted businesses.
 2      (d)   Study.--The Joint State Government Commission shall
 3   conduct, in consultation with the authority and committee, a
 4   comprehensive study and issue a report on providing grants to
 5   small businesses in emergency situations within 180 days of the
 6   implementation of the air ambulance crash grant and loan
 7   programs. The study shall:
 8            (1)   Examine economic recovery approaches for small
 9      businesses in other states after an emergency situation.
10            (2)   Identify the best practices for economic
11      redevelopment of a small business after an emergency
12      situation.
13      (e)   Prohibition on issuance.--The authority may not award a
14   grant or loan under this section later than five years after the
15   effective date of this section.
16      Section 3.    This act shall take effect immediately.
