Mr. MOYLAN. Mr. Speaker, I rise today with great pride to recognize an outstanding educator from Guam whose leadership is shaping the next generation of young Americans. Mr. Vincent Santiago of Okkodo High School has been named the 2026 Marine Corps Junior ROTC Instructor of the Year, a tremendous honor that reflects both his excellence as an instructor and a commitment to service through mentorship. Through the Marine Corps JROTC program, he has helped mold young men and women into leaders of character, teaching them to serve something greater than themselves. On Guam, where patriotism and military service run deep within the island community, educators like Mr. Santiago play a vital role in preparing our youth for success. I congratulate Mr. Vincent Santiago on this well-earned recognition. Guam is proud of him. Our students are stronger because of him, and our future is brighter because of leaders like him who dedicate their lives to guiding the next generation. ____________________
