An amendment opponent, Rep. Debbie Wasserman Schultz, D-Fla., said the NATO spending was needed both "to deter aggression from our adversaries but also to directly support U.S. troops stationed in Europe." The vote, on May 15, was 80 yeas to 333 nays.
