Surface Transportation Reauthorization Increase intercity bus funding and improve transparency, eligibility, and certification under 49 U.S.C. 5311(f). Direct DOT to study transportation program ROI - focusing on cost, ridership, and community outcomes. Increase motorcoach fuel tax refunds under 26 U.S.C. 4221. Protect rebate eligibility for motorcoaches under any new fuel tax or HTF revenue mechanisms. Support H.R. 2526 (BEAT Act) for equitable bus access and transparency. Ensure toll and lane equity for private motorcoaches under 23 U.S.C. 129. Expand FTA audits and oversight of public transit charter activities. Create an independent review process for charter rule violations with penalties and reporting. Strengthen private operator access rights under 49 U.S.C. 5323(r) with required DOT reporting. Exempt motorcoaches from restrictive axle weight limits under 23 U.S.C. 127. Maintain current minimum financial responsibility levels under 49 U.S.C. 31139.
